Historic Prisoner Swap Reached in Istanbul
On June 2, 2025, Ukraine and Russia concluded a significant prisoner of war (POW) exchange agreement during peace talks held in Istanbul. Both nations consented to exchange 1,000 prisoners each, with a potential additional swap involving 200 more individuals. This development marks a notable humanitarian gesture amidst ongoing hostilities.
Key Outcomes of the Negotiations
Exchange of POWs and Fallen Soldiers
The agreement encompasses the exchange of 1,000 POWs from each side, with provisions for an additional 200. Furthermore, both parties agreed to repatriate the remains of approximately 6,000 fallen soldiers, demonstrating a commitment to humanitarian considerations despite the absence of a ceasefire.
Ukraine presented a list of 339 children allegedly abducted and taken to Russia or Russian-occupied territories, emphasizing their return as non-negotiable under international law. Russia agreed to discuss the return of only 10 children, highlighting the complexities involved in resolving this issue.
Ceasefire Proposals and Rejections
Ukraine proposed a 30-day ceasefire to reduce violence and lay the groundwork for a peace agreement. However, Russia rejected this offer, instead proposing a limited 2-3 day ceasefire along parts of the frontline to facilitate the retrieval of soldiers' bodies. Russia's broader terms include Ukraine's withdrawal from annexed territories and NATO non-membership, which Ukraine is currently reviewing.
Turkey's Role as Mediator
Turkey has played a pivotal role in mediating between Russia and Ukraine, facilitating the prisoner exchange and hosting the peace talks at Istanbul’s Çırağan Palace. Turkish President Recep Tayyip Erdoğan has been instrumental in maintaining open communication channels with both sides, underscoring Turkey's commitment to regional stability.

Ongoing Military Operations
Amid the diplomatic efforts, Ukraine conducted a significant drone operation, codenamed "Spider's Web," targeting Russian military airfields. The operation reportedly damaged or destroyed over 40 Russian aircraft, aiming to reinforce international confidence in Ukraine’s defensive capabilities.
Future Prospects
While the prisoner exchange represents progress in humanitarian terms, the broader conflict remains unresolved. Ukraine continues to advocate for a comprehensive ceasefire and the return of all abducted children, while Russia maintains its demands for territorial concessions and neutrality from Ukraine. Further negotiations are anticipated, with Turkey expressing willingness to host a summit involving Ukrainian President Volodymyr Zelenskyy, Russian President Vladimir Putin, and potentially former U.S. President Donald Trump.
